In California, due to energy standards, rules, etc. earthquake has almost no chance of design / construction of their houses, if you are an entrepreneur himself. The drawings present a permit must be made by an architect, shall be stamped no matter what. Thus, architects are not engineers (in general) and almost always get as an engineer in the structural design, mechanical, electrical. Your local building department can try to help, but the truth is they are so revised so that they have little time for themselves.
